Biography

Dr. Ballard is an Associate Professor of Family Medicine at the Indiana University School of Medicine (IUSM) and the Executive Director of the Indiana Area Health Education Centers (AHEC) Network. In addition to his responsibility for leading the Indiana AHEC Network, he facilitates medical student learning and is an active member of the IUSM diversity and admissions committees. He has a life-long interest and passion for developing partnerships among academic institutions with community partners. Additionally, Dr. Ballard is active with the American Interprofessional Health Collaborative and is a tactic chair for the emerging national Preceptor Expansion Project coordinated by the Society of Teachers in Family Medicine

Biography

Dr. Boulanger is partnered with Dan Lewis, EVP and Chief Operating Officer, as part of the leadership dyad working to align operational and clinical efforts. Prior to joining MetroHealth, he was part of University of Kentucky (UK) HealthCare, where he held a number of roles. He had most recently served as system chief medical officer, providing leadership in the areas of clinical operations, clinical program development, clinical service quality, physician leader development and more. Dr. Boulanger also served as a trauma and general surgeon, medical director of inpatient services, associate chief medical officer for perioperative services, physician executive for UK Good Samaritan Hospital, and as enterprise director for surgery, endoscopy and interventional services. Dr. Boulanger earned his Doctor of Medicine from the University of Toronto’s College of Medicine and a master’s in business administration from the University of Kentucky’s Gatton College of Business and Economics.

Patricia V. Burkhart, PhD, RN

Patricia V. Burkhart, PhD, RN

Biography

Patricia Burkhart received her bachelor's degree in nursing from the University of Pittsburgh and a master's degree in nursing from West Virginia University. She returned to the University of Pittsburgh for a PhD in parent-child nursing, receiving a doctoral scholar's award for high scholastic achievement and contributions to nursing care of children.

Before coming to UK in 1999, Dr. Burkhart taught for 15 years at Wheeling Jesuit University in Wheeling, W.Va., where she received an award for outstanding teaching. As a professor and associate dean of the undergraduate program in the College of Nursing, she teaches undergraduate parent-child nursing and mentors undergraduate research interns. She is also a full member of the graduate faculty. She co-directs the Deans' Interprofessional Healthcare Honors Colloquium at UK.

Dr. Burkhart's research is an expansion of her dissertation study, which focused on testing an intervention to improve children's adherence to asthma self-management. Her work has been published in nursing and medical journals, including Journal of Nursing Scholarship, Pediatric Nursing, Journal of Pediatric Nursing, Nursing Clinics of North America, Journal of Allergy and Clinical Immunology, Journal of Asthma, and International Review of Asthma. Her award-winning presentations have been given at numerous national and international conferences. She has received research funding from the National Institute of Nursing Research/National Institutes of Health and the National Institute for Occupational Safety and Health.

Dr. Burkhart served on the board of directors of the Lexington-Fayette County Health Department from 2003-2012. She was a scientific writer for the World Health Organization report, Adherence to Long Term Therapies: Evidence for Action, published in 2003. In 2007 she received the Provost's Award for Outstanding Teaching, and in 2008 she received the Society of Pediatric Nurses Excellence in Nursing Research Award. She also received the Excellent Undergraduate Research Mentor Award at the 2008 UK Showcase of Undergraduate Scholars. In 2010, she was invited to present her program of research at West Virginia University as a Distinguished Alumna Researcher at the 50th anniversary celebration of the School of Nursing.

Todd R. Cheever, MD

Biography

Dr. Cheever is currently an Associate Professor of Psychiatry at the University of Kentucky College of Medicine. Within the department, he has served past roles as the Third Year Psychiatry Clerkship Director and as an Associate Residency Training Director. He currently serves as the course director for the Second Year Psychiatry course. Within the College of Medicine, he served as the Assistant Dean for Student Affairs for seven years and continues to provide support to that office. Special areas of interest include medical student and resident education, community suicide prevention education, the Kentucky Psychiatric Medical Association and psychiatry in cinema.

Melanie Dicks, PharmD

Melanie Dicks PharmD

Biography

Melanie Dicks is a Clinical Assistant Professor at the University of Kentucky College of Pharmacy where she coordinates the Wellness & Health Promotion course and directs the Community Service Learning component of the Patient-Centered Care Experience course. She teaches with a focus in patient-centered care in ambulatory and community practice settings. Within the College, she serves on the Curriculum Committee and as advisor of the UK Chapter of the Student National Pharmaceutical Association. As a Board Certified Ambulatory Care Pharmacist, Dr. Dicks serves in an interprofessional practice at the Bluegrass Community Health Center, which is a nationally-recognized Patient-Centered Medical Home (PCMH). There she provides comprehensive clinical pharmacy services including medication therapy management, medication-assisted treatment counseling for substance use disorders, and disease state management in the areas of hypertension, diabetes, and depression. Besides practice in the PCMH, her practice interests include the provision of culturally-sensitive care, caring for indigent populations, and long-acting naltrexone therapy management. Dr. Dicks has a passion for teaching pharmacy students as well as underserved populations. In her teaching and provision of care, she strives to advance cultural diversity efforts with hopes of closing health disparity gaps and improving patient outcomes in underserved populations.

Biography

Dr. Jones received her Doctor of Pharmacy degree at the University of Florida College of Pharmacy and her Masters of Physician Assistant Studies at the University of Florida College of Medicine: PA Program in 2002. Dr. Jones currently coordinates and teaches Patient Care Laboratory III (Physical Assessment Module) and lectures in several courses in the College of Pharmacy. She is also the Course Coordinator for Non-prescription Pharmaceuticals and Supplies in the spring semester. Dr. Jones serves the College as faculty advisor for KAPS Salvation Army Clinic and serves on the College’s Mission, Planning, and Evaluation Committee.

James Norton, PhD

James Norton PhD

Biography

Dr. Norton is responsible for the management of the College of Medicine’s educational activities beyond the Lexington campus, spanning the continuum of education from health career pipeline efforts to continuing medical education. In this role, Norton also oversees the Rural Physician Leadership Program's regional clinical education sites in Morehead and Murray, providing general supervision, strategic planning guidance and public advocacy. He also serves as director of UK HealthCare CECentral – the administrative unit responsible for managing continuing education for physicians and pharmacists within and outside of UK. Dr. Norton is past President of the Kentucky Rural Health Association and served as the Chair of the Research and Education Constituency Group of the NRHA. He has served as the AAMC Group on Educational Affairs (GEA) Liaison to the Group on Resident Affairs (GRA) and was the Chair of the GME Section of the GEA. He currently serves on the HRSA Advisory Committee for Inter-professional Community-based Linkages and is the Southern Region Representative to the Board of SACME. He is a graduate in psychology from the University of San Francisco and completed post-graduate studies at the University of Arizona. He then completed post-doctoral training in clinical neuropsychology at the University of Wisconsin.

Biography

Anne Olson received her bachelor’s degree from the University of Florida in 1981 and her master’s degree in audiology from the University of Texas at Austin in 1985. She joined the faculty in the Division of Communication Sciences and Disorders at the University of Kentucky in 2004 after working as a clinical audiologist. In addition, she received her PhD in August 2010 from the University of Kentucky in Rehabilitation Sciences. She is also a licensed audiologist through the American Speech, Language and Hearing Association. She presently serves on the Kentucky Board for Licensing of Speech Language Pathologists and Audiologists.

Robert Sprang, MBA

Biography

Rob has been the Director of Kentucky TeleCare, the telehealth program based at the University of Kentucky Chandler Medical Center since September 1996. Active in state and federal telehealth policy initiatives, he is a former Board member and a past President of the Board of Directors for the Center for Telehealth and e-Health Law (CTeL) in Washington, DC, the preeminent organization in the field of telehealth and e-health legal and regulatory research and advocacy.

Rob was primarily responsible for the Kentucky TeleHealth Network legislative language that was passed in the 2000 Kentucky Legislative session. The legislation expanded telehealth from a regional, eastern Kentucky project to a statewide network that now includes over 1300 clinical members. Upon adoption of the bill, Kentucky became the first state to legislatively mandate reimbursement by Medicaid and Commercial Health Plans for telehealth encounters. Kentucky's legislation also created a Board of Directors where Rob served as Board Chairman from 2010-2018 and he has served as a Board member since 2000.

Colleen Swartz, DNP, MBA, RN, NEA-BC

Biography

Dr. Swartz is responsible for developing strategy and directing the patient care and nursing practices within UK HealthCare. She provides leadership in clinical service areas, elevates nursing practice standards, and implements evidence-based programs and protocols to enhance the work environment and improve patient outcomes. She is a vital member of the team in the Office of Healthcare Operations. Colleen also provides leadership and strategic planning for UK HealthCare to ensure patients receive the highest quality of clinical care. Dr. Swartz began this position at UK HealthCare after serving as the Nursing Operations Administrator and Capacity Command Center Director. She also has served as Interim Director of the Critical Care Division. Before her current roles, she was chief nursing officer of a regional hospital and has served the University of Kentucky Albert B. Chandler Hospital in nursing and administrative positions including the emergency department, trauma and air medical service.

Biography

Dr. Taylor, a native of Booneville, Kentucky, is a graduate of the UK College of Pharmacy. She completed a Pharmacy Practice Residency and an Internal Medicine and Pediatric Specialty Residency at Shands at the University of Florida. In addition, she completed a Master of Health Administration degree at the Texas A&M Health Science Center School of Rural Public Health. She serves as the UK College of Pharmacy’s liaison for inter-professional education and has collaborated inter-professionally to design, implement, and assess novel inter-professional educational activities. She has served as the Pharmacy Clinical Manager for Cardinal Health at St. Joseph Health System in Bryan, Texas, and as an adjunct faculty member at the University of Houston College of Pharmacy. She previously was the Director of Pharmacy, Specialty and Rehabilitation Hospitals and a cardiology clinical pharmacist at the East Texas Medical Center in Tyler, Texas. Dr. Taylor is a member of the Texas Society of Health-System Pharmacists and served on the Board of Directors as chair and co-chair of the Educational Affairs Council. She received the 2008 Dean's Award for Excellence in Public Health at the Texas A&M Health Science Center School of Rural Public Health and the Texas Society of Health-System Pharmacists New Pharmacist Award.
