Biosketch
Ms. Smead has worked in the area of child welfare for twenty years in a variety of capacities and played an integral role in the implementation and growth of the nationally recognized and evidence informed START program in Kentucky. She has provided guidance and technical assistance and trained across Kentucky and nationally on issues relating to child welfare and substance use and the START program.
